South Carolina Medicaid Update and Outlook

Robby Kerr, Director,  SC Department of Health and Human Services

Robert “Robby” Kerr currently serves as Director of the South Carolina Department of Health and Human Services. The Director is a member of the Governor’s Cabinet and functions as Chief Executive Officer of the single state agency administering the Medicaid and other human service programs. This is his second term having previously worked at SCDHHS for more than 20 years ultimately serving as Director from 2003 until 2007.

After working in state government for more than 20 years, he founded a management consulting firm in 2007 where he advised a variety of clients on healthcare and public policy issues. Mr. Kerr is a native of South Carolina and a 1981 graduate of the University of South Carolina. He has held professional licenses as a Certified Public Accountant and a Certified Management Accountant. Mr. Kerr is also a graduate of the South Carolina Executive Institute, a management education program for state government leaders.

DOI Update and Status of the Health Insurance Market

Ray Farmer, Director, SC Department of Insurance

Ray Farmer has served as Director for the South Carolina Department of Insurance since former Governor Nikki Haley appointed him on November 13, 2012.  Mr. Farmer brings fifty-three years of experience in the insurance industry to his leadership role.

In 2017, Mr. Farmer received The Order of the Palmetto from Governor Haley, the state's highest civilian honor awarded to citizens of South Carolina for extraordinary lifetime service and achievements of national or statewide significance. In 2018, Mr. Farmer oversaw the passing of the Data Security Law – a law that is the first in the nation to require insurance companies to have a comprehensive and secure plan to protect consumer data.  Mr. Farmer also has the honor of serving as the Immediate Past President for the National Association of Insurance Commissioners.

Implications for Health Plans, Employers, and Consumers

Rick Ramsay, Vice President of National Regulatory Affairs, UnitedHealthGroup

Rick leads a team working with UnitedHealthcare leaders on federal regulatory matters as well as state legislative and regulatory proposal to develop thought leadership furthering UnitedHealth Group’s mission: Helping people live healthier lives and helping make the health system work better for everyone. He and his team are also responsible for reviewing and advising business partners on legislative and regulatory matters to ensure teams understand new or revised legislative and regulatory requirements impacting the business and navigating implementation of new or changed requirements.

Finally, he and his team undertake research on existing laws and regulations impacting the organization as the organization designs innovative, next generation healthcare benefits and services. Prior to taking his current position, Rick has served in various leadership positions within UnitedHealthcare over 11 years, all relating to federal regulatory as well as state legislative and regulatory issues. Additionally, he served as Vice President, Commercial Policy for UnitedHealth Group.

Prior to joining UnitedHealthcare, Rick worked for America’s Health Insurance Plans where over his 8 years he served as Vice President, State Advocacy; was in the private practice of law for 5 years specializing in healthcare issues; and served as an Iowa Assistant Attorney General, representing the Iowa Department of Human Services for 7 years.

Telehealth in a Post-Pandemic World: Meeting Consumer Expectations and Managing Service Delivery

Shawn Stinson, MD, Senior VP Healthcare Innovation and Improvement, BlueCross BlueShield of SC

Shawn Stinson serves as Senior Vice President of Healthcare Innovation and Improvement at BlueCross BlueShield of South Carolina.  In this role, he is responsible for clinical programs including care management, value-based reimbursement, quality, pharmacy, clinical informatics, and medical staff affairs.  Prior to joining BlueCross BlueShield, he was a practicing internist and the Chief Quality & Patient Safety Officer of Palmetto Health (now Prisma Midlands), the largest integrated healthcare delivery system in the midlands of South Carolina. 

A native of Greensboro, NC, Dr. Stinson earned his undergraduate degree from the University of North Carolina-Greensboro.  He attended medical school at Duke University and completed his internship and residency training The Johns Hopkins Hospital in Internal Medicine.  After residency training, he began his career on the faculty at Hopkins in 1991 where he remained until coming to the University of South Carolina School of Medicine in 1995. He continues in the role of adjunct associate professor of medicine on the USC medical school faculty.

He is a Fellow in the American College of Physicians and is board-certified in Internal Medicine.  Since coming to BlueCross in 2014, Dr. Stinson has been working on efforts to advance value-based reimbursement and population health. 


Eunice Medina, Chief of Staff, SC Department of Health and Human Services

Eunice Medina is the chief of staff for the South Carolina Department of Health and Human Services. Medina has served as Chief of Staff/Deputy Director of Programs since joining the agency in June 2021.

Medina has extensive health care experience including more than 17 years of experience working in Medicaid policy, operations and waiver programs in the state of Florida. She most recently served as the bureau chief of the Florida Agency for Health Care Administration’s Bureau of Medicaid Plan Management Operations where she managed a staff of more than 60 individuals who oversaw Florida’s 18 Medicaid managed care plans.
