Trey WalkerWalker brings more than four decades of experience in government, public affairs, and health policy to the role. Recently, he completed nine years of service as Chief of Staff to South Carolina Governor Henry McMaster, making him the longest-serving chief of staff to a South Carolina governor in modern history.
Walker also has significant experience in the health care sector and in higher education, serving as Senior Government Affairs Advisor for BlueCross BlueShield of South Carolina, and as the Director of Government Relations for his alma mater - the University of South Carolina.
He has played a key role in South Carolina public policy and politics, serving as Deputy Chief of Staff to former Governor Nikki Haleyand as Chief Executive Assistant during Governor McMaster's two terms as South Carolina Attorney General.
Earlier in his career, Walker led the South Carolina Republican Party as Executive Director during the historic election cycles of the 1990s, victories that produced the first Republican majorities to control the State House since Reconstruction. He then went on to serve as senior advisor and consultant to dozens of candidates for federal, state, and local office – including national leadership roles in both of former U.S. Senator John McCain's presidential campaigns.
Addie Thompson
Marketing and Communications Manager
Addie has ten years of non-profit communications experience with specialized work in social media, graphic design, and website communications. Addie graduated from the University of South Carolina with a degree in fashion merchandising and began her career at a non-profit state association working in communications and fundraising.
Addie has lived her whole life in South Carolina and has served in a variety of volunteer positions with the South Carolina Public Relations Society of America, Shandon United Methodist Church, and the Junior League of Columbia.
Steve Boucher
Director of Managed Care Services
Steve Boucher is the SCAHP liaison to the South Carolina Department of Health and Human Services. He is responsible for advancing the interests and priorities of the SCAHP Medicaid Managed Care Organizations before the department and within the public health care system across South Carolina.
Steve has more than thirty years of operational and policy experience in the healthcare industry in both private and governmental entities. His previous role as the Director of Managed Care for the South Carolina Department of Health and Human Services provides him with a unique perspective and makes him one of the most knowledgeable and experienced leaders on Medicaid managed care matters in South Carolina.
Steve’s proven knowledge of managed care principles, his thorough understanding of the operations of the South Carolina Department of Health and Human Services, and his relationships with the managed care organizations in South Carolina will enable him to be an excellent and productive leader representing SCAHP.
Haley Crews

Haley brings a passion for creating meaningful opportunities for connection, along with a unique perspective shaped by her own entrepreneurial journey. With over a decade of experience curating beautiful weddings and events, she’s thrilled to bring her talents to Craft as the Events, Conference & Tradeshow Manager. Known for her keen attention to detail and a deep commitment to client experience, Haley ensures every event is thoughtfully executed and purpose-driven. Her ability to anticipate needs, foster genuine relationships, and create welcoming environments makes her an invaluable partner for clients and teams alike.
Haley and her family live in Lexington, SC. She and her husband, Shawn, met at the University of South Carolina (Go Gamecocks!) and have been active in ministry and local missions with Salkehatchie Summer Service and Moms in Prayer International. Together, they love traveling, trying local cuisine, and sharing adventures with their two children, Mox and Fin. When she’s not bringing events to life—or running the “mom taxi”—you’ll find Haley hosting friends with her signature trio: good coffee (or wine), glowing candles, and a charcuterie board.
